Remove '+' icon from knowledge category picker for Knowledge managers

Hi All,

We want to disable the '+' icon from category picker of knowledge for knowledge_managers

needs to restrict the + icon to Knowledge admin and Admin role persons

Please find the attached screenshot

Why do you want to remove a feature that's distinctly and uniquely developed for that role exactly?
The Knowledge Manager is the one who's meant to set up a KB like that.

We have 200+ knowledge managers with the ability to add categories ad-hoc might lead to a messy and disorganized category tree
