Removing User Preferences fields

Hello,

I would like to completely remove these fields from “User Preference” display (attached screenshot), but I cannot find place where it is being configured. I saw that I can add a new record on “User Preferences” table, but I didn’t find any variable on the internet that would point it to those two fields. Do you know how to remove them?

May i know what is the use case to remove this. Instead of remove , educate user what is purpose of this and how it work and can impact if user change  it for own purpose.

We made that user can change his timezone directly from settings so we don't need these fields anymore.
