Request workflow best practice

Customer Requirement:  To make Request state approved only when all the corresponding RITMs are approved.
OOB Workflow: Request is approved based on pricing and corresponding RITMs are generated and waiting for approvals.

What change we need to do if we want to implement customer requirement ?

Thats up to you to decide 😀. If going to change the Workflow, then do consider using Flow Designer instead. Move forward to newer and nowadays technology.
