Resource board - heat map cell formatting

My org want to enhance the Resource Management Workspace - Resource board.
They would like cells in the Resource board to show an under-utilization color (yellow) when the resource is under 70% utilized.  

Ideally:
under 70% = yellow
70% - 100% = green
over 100 % = red

According to the docs page, this is done with two system properties, however the under utilization warning never triggers - appears

Have you ever seen a cell in the Resource Management Workspace - Resource board turn yellow?
