Restrict fields to be added to a template

When saving a record as a template, is there any way I can prevent or restrict Fields to show in the template form? Also in the selection of Fields.

One example:

From a request I select to save the request as a template. Every field with a value and that is not read only will show up in the template form. Ofcourse I can use the X to delete fields I do not want in the template, but for us this is not good enough. A user that is able to create and save templates can for example approve a request by setting the approval field to 'approved'.

For an incident he can for example set the state or incident state to an undesired value. Like 'pending user'.

I had a similar question and reached out to my team at CareWorks Tech.   I learned that it's possible to restrict the fields added to a template by creating ACLs for the 'save_as_template' Operation.   See the following ACLs, which existed out-of-box on my developer instance:
