Retired values are showing even after saving the records

Requirement :
In Line of business field we have to Retire values (“Home”, “Personal Auto & Home”)  and these values must remain visible and editable on existing records that already contain these values, but shall not be available as options for new records or when editing existing records with other values.

This is working as expected in classic view but not working in Service Operational workspace, the retired values are showing as choices after saving the record but when reloading those choices are not visible.
Retried values should not be visible when an existing record is updated and saved with new values

Yes, how did you retire these, are you using a client script to hide these for net new records/updating existing records or directly deactivated them?

How are you retiring the choice values?

making them as inactive
