SAM Workspace not able to see new tab created for non admin user

Hello, 

I created a new "tab" or list for software publishers on the SAM workspace under licensing. I tried impersonating users who have sam_user or sam_admin and they cant see it but I as an admin can see it. I look on the UX page i created and there is nothing that restricts a user to not see this. can anyone help

Had to edit the Accessibility for the menu list on the global application.
