Security users can only modify own security groups, changes not saved

We granted user_admin role to one user, when we impersonate with that user and add or remove group members, we are facing below error message.Tried with different group types(itil, internal, Security incidents..etc) .
Did anybody came across similar issue ? Please help..Thanks.

We have a similar issue with a user who is a manager of a group who was unable to add and remove members. I was able to remove one of her groups and it allowed her to manage her members. However, it wasn't the user_admin role that appeared to be causing it, but we got the same error message.

We have seen a similar message (though with Access Management users) for one of our Catalog Items where a form approval kicks off a script to add a user to a group. When the approval is done by an admin user it works just fine, but when the approver is not an admin, we get this message. Any resolution to this matter?
