Send surveys to a percentage of active users

Hi, is there a way to send a survey out to a percentage of active users? This would not be based on any tickets. I would like to send out to say 12% per 30 days and do a different 12% the following months with no repeats for 1 year. Thanks for any suggestions.

You can set the probability set to your desired % on survey trigger record

Thank you, I understand the probability and how to limit the number of surveys per user but how to trigger it without using a change of state. I do not think a recipient list will allow me to use the trigger options so I am unsure if there is a trigger for something else I am not thinking of. Thanks
