Service Exchange, RPS connection is Active/Active but the Provider connection is Down/Down

Hello.
The problem is pretty much as the subject suggested.
In Service Exchange, I've got the RPS connection as showing Active for both inbound and outbound. The Provider connection however is showing Down for both inbound and outbound. This is the same on both the Consumer and the Provider.
I've tried disabling inbound and outbound on both sides, restarting them but nothing.
The connections being used have valid OAUTH connections and I can successfully request new OAUTH cookies.
There are no errors that I can see showing on any of the queues. They are all showing empty.
I am at a complete loss. I can find no useful documentation that doesn't already talk about something I've already mentioned. (This connection has been working find for the last few weeks).
Any help would be fantastic.
(Next stop is Support but I'm using a PDI as the consumer so I'd expect some kickback, hence me posting here.)
