I want to enable service operation workspace for problem so want to know what plugin are required for this , can you please help me on this ?

it should be available OOTB.
Is admin not able to see as well?

Yes i am having admin role , checking with my system admin role. even i added "sn_sow.sow_user" role still it is not reflecting.

i am having admin role and not able to see.
checking with my system admin user.
i guess problem and other section was removed because it was not enable . not getting how can i add it again.
