Service Operations Workspace: Clicking on a record does not open in a tab

I have looked at the ServiceNow documentation and even spoke to ServiceNow Support. Our company is trying to transition from Agent Workspace to Service Operations Workspace as Agent Workspace is being deprecated by ServiceNow.
The ServiceNow Support rep we have has not been very helpful.
I have looked at the out-of-box configurations for Service Operations Workspace in attempt to understand how it is setup to mirror the same logic to our custom Page (not sure if that is the correct ServiceNow term). We have a custom icon at the top-left in Agent Workspace where users can click to show custom lists of records.
I have created the custom page with a List targeting the Change Request table to show Change records. However, when clicking on the Change records, they do not open in a new tab. After more digging, I believe we have to create an Event? I do not see an Event for "Rows Clicked" or "Record Clicked."
