Service Portal Report Widget not displaying data

Hello,
I have been playing around with the Service Portal Report widget, and I am having an issue with displaying any data from the tables that the report is pulling from. The user I am impersonating does not have any roles in the system, which is what we want. However, we want to display certain reports through the OOTB Service Portal Report widget like Critical Open Incidents, Open Changes, Average Resolution Time by Month, etc.
However, when I impersonate the user, we do not see any data coming up in the reports. When I am on my administrator account, I can see data in these reports, so I don't believe it's an issue of data not being populated. Is there some sort of security constraints or anything I'm missing to open up view access? As it is right now, when I go to the page, we are seeing a bunch of the widgets, with the titles, but without any data to display.

User should have ITIL role to see data from incident, change_request table.
This is the reason no role user is not able to see any data for incident, change requests on your widget.

Is there any way to bypass that without breaching any sort of legal issues with providing these reports to users without roles?

You can not bypass platform security to provide access to consume data.
You can schedule these reports and send to non roled users in CSV, XLS format since they don't have any roles.

I have a HI ticket open now because I am experiencing similar results. My goal is present data to executives without using an ITIL role which they would not get much value out of. In addition to enabling the plugin and using the "Report" portal widget like you did - I have the same results.
I also tried to build a report and then publish it. I used the instructions in product documentation to build a report and publish it. https://docs.servicenow.com/bundle/london-performance-analytics-and-reporting/page/use/reporting/task/t_PublishAReport.html The users without a role cannot see the data just like they cannot using the Report widget.
