Service Portal Report Widget not displaying data

Hello, 

I have been playing around with the Service Portal Report widget, and I am having an issue with displaying any data from the tables that the report is pulling from. The user I am impersonating does not have any roles in the system, which is what we want. However, we want to display certain reports through the OOTB Service Portal Report widget like Critical Open Incidents, Open Changes, Average Resolution Time by Month, etc. 

However, when I impersonate the user, we do not see any data coming up in the reports. When I am on my administrator account, I can see data in these reports, so I don't believe it's an issue of data not being populated. Is there some sort of security constraints or anything I'm missing to open up view access? As it is right now, when I go to the page, we are seeing a bunch of the widgets, with the titles, but without any data to display.

Did you get a proper reply?
We want to show our sn_customerservice.customer_admin reports based on Case (a table they should be able to see) but all I get is a security issue preventing the entire report.

It's a bit ridiculous with an OOB public widget that can't present data.

The HI ticket reply solution was "modify the out of box ACLs".  I still have no solution because I chose not to modify ACLs and run into a support or licensing issue.
