in my serviceportal I want to build a widget in which i want to build this type of progress bar widget On clicking on 1,2,3 each step it will take me to new page like on opeining it will be a  catalog item/record producer on submit/clicking on proceed it should move to next step which will allow me to fill some assessment

This isn't a direct answer to your question, but have you looked at Order Guides? They might do what you are needing to do without having to write a custom widget.
