Is this happening for approval records? Is this happening for all approvers?
Ensure that the approvers have the necessary roles to approve the change requests. They might need specific roles.
Compare with approver who is able to approve and who is facing issue by using access analyzer.

It could very much better because of them trying to approve records assigned to them only.
Kindly do hit and trial for this issue, change the assigned to and try with the same users who are facing issue.

@Priya123 - Ok. Now This approval is done how? By portal or Native UI or by Email?
Try to remove role from profile and readd it and verify is same issue still occurs.
Also, is there any restriction while approval which is not passed?
