Sidebar "Add Participants" field setting Reference Qualifier

We are attempting to setup a reference qualifier for the "Add Participants" field

Does anyone know how to set this up?

 

 

Our current issue is that the field is pulling all the records from what I'm assuming is the sys user table, but unsure of where it is pulling the records from.
