What is the significance of IP Coverage [u_ip_coverage] field in Mid server cluster [ecc_agent_cluster] table. How is it populated?

We can only guess, since this is not an OOB field (the 'u_' is already giving that away). Someone at sometime added this field to the instance, so you need to check on documentation related to this (if that is available).
