Standard change request workflow/flow not working

Hi,
I'm trying to implement Standard Change Request, but I have a problem... It doesn't work like it does on the PDI instance.
When trying to create a new Standard change Request, consent is still required even though OOTB should not require it for this type of change and when Standard Proposals has already received consent. Do you know what could be the reason?
