State not changing from pending aproval to work in progress once approved

Hi,

When request is approved in pending approval state of finance request ,State is not updating to work in progress.

I tried testing flow designer for this finance request ,Its showing error Error occured while updating record: Operation against file 'sn_sm_finance_request' was aborted by Business Rule 'Group change validation^70c19524c3059a502b1a9dcf05013155'. Business Rule Stack:Group change validation

I checked business rule ,but couldn't find any error.

I am sharing business rule script & finance request record as well.

How can I achieve this?
