i have made a survey and when on a catalog i am generating ritm and making it closed complete the survey is triggering two times but i want it to trigger only once i.e for one ritm a survey is triggering 2 time

any business rule has current.update() causing the update 2 times and hence survey is triggering 2 times?

have you looked at the flow, business rules and trigger condition for the survey? What have you already done to investigate the issue?
