Why is this sys_user_group record read only, tried with security_admin as well

Please tell us how you expect us to answer this question with this limited information. The form is not read only OOB. The group you are showing is not an OOB group and some of the fields on the form are certainly not OOB.
This all means that you are sharing something custom without telling us what else is done. You also don't tell us what you already checked. Because this can be anything from client scripts to ui policies to ACLs to dictionary overrides.
Being a 'Giga Guru' I would have expected a bit more information in your question (at least what you already checked yourself).

1. OOB , Apart from Admin, following roles having edit permission on sys_user_group:
agent_schedule_manager
scrum_admin
scrum_master
resource_manager
skill_admin
Check if you have any of this role.
2. Generally companies add ACL /role on Group as per their requirement. Check if you have any customization on it. Run Access Analyzer to find which ACL is causing the issue.
3.You may have been accidentally assigned the snc_read_only role KB0748343.
