This is a very common issue these days, and many community members have reported experiencing the same problem.
Before releasing your instance, keep in mind that there is currently a significant waiting period for new PDIs. In some cases, users have reported waiting anywhere from a few days to 2–3 weeks to receive a new instance. Because of that, I would recommend avoiding releasing your current instance unless absolutely necessary.
You can try the following options:
Repair the Change Management plugin (com.snc.change_management) in your PDI instance.
If the issue still persists:
Option A: Manually create the Application Module if your testing setup allows it.
Option B: As a last resort, release the instance and request a new PDI (preferably Zurich), then upgrade it again to Australia.
If none of these options work, it may be better to keep the existing instance and wait rather than risk losing it and ending up in the PDI allocation queue.

Hello @ServiceNow Use6 ,
If this is a PDI and you're logged in as admin, you should normally be able to see Change and Problem modules once the corresponding ITSM applications are installed.
The absence of the modules usually points to the applications/plugins not being activated.
Also check if the user has itil role!
If my response helped mark as helpful and accept the solution.

Just Repair the Problem and change management plugin and Try . Your problem will be resolved.
Problem Management plugin [com.snc.problem]
Change Management - Core plugin (com.snc.change_management)
