Time field attributes - hide seconds and set minute step

1. Want to create field of Time format but to hide seconds

2. Want to set minute step so user will be able to set only 00,15,30,45 minutes

Is there a way to achieve this with setting Dictionary attributes of the field?

Not sure if this will meet your requirement for #1, but users can select their own time-format to display in the service portal by choose the time-format from the "My Profile" section. I don't believe there is an OOB option with seconds removed but you can simply right click on the time-format and configure the variable to add additional time-formats (ex. hh:mm a )

Alternatively (however, not recommended) you can change the default time-format for all users, the global setting is under System Properties > System > Time format
