Topic blocks in Virtual Agent

I want to create a topic block in virtual Agent designer which contain the following things 

 

1. User consent (like allow me to run this script on your system)

2. Invoke (flow action) to run that script

3. Response (Request user to accept the script execution)

4. Verifying the fix applied resolves the issue 

5.  if not virtual agent support 

if agent is not available 

6. create incident ticket

 

Please that how to approach to make this topic block
