UI Builder always report error "Session Expired (401) when creating the first page.

I cannot create a first (landing page) in UI builder for my first custom app in PDI (Utah). 

Here the steps I am performing, but I do not Know, what is wrong with them. Help is very much apricated.

• I have created a Custom App with AES, without a Portal Experience.
• then I start UI Builder with my experience open. 
  
• Then I click "Create new page" and fill all the mandatory fields as shown in the screenshots below. 
  
  
• When I finally hit the "Create" button, I receive the Error "Session Expired (401)". This happens all the time. Even a logout/ login does not change the behavior.
