Unable to add User on service catalog

We are unable to add user on Service catalog, Getting fields are not filled in user and group name.
As new on Servicenow portal, trying to add user but its not happening.
Kindly Help ASAP.

Your question is incomplete. Can you provide more details- are you creating any reference field from Sys_user table or you are adding user/role in user criteria?
