Unable to create actions in flow designer

Hi All,

there is one user profile with admin role .. with this profile one is unable to create actions in flows . Any idea why? I checked all ACLs , roles with no luck. The action cannot be created in any scoped app also not in global app . Any idea what could be the issue?

Been through the links already.

the first link solution doesn’t fit because user is unable to create action in global scope as well

the second link solution doesn’t fit because user is admin and has the access to sys_scope read and write access.
