Unable to import xml's using admin profile

I have admin role for my profile .Still receiving error "Unable to upload file due to security restrictions"  while importing xml file .Is there any other access required .?

But i dont see Elevate Privilages option in my banner .

Click on System administrator on banner and then u can see elevate roles
