Unable to import xml's using admin profile

I have admin role for my profile .Still receiving error "Unable to upload file due to security restrictions"  while importing xml file .Is there any other access required .?

Can you check the security_admin role in your profile

Check for glide.attachment.role in sys_properties table once & set the value to public.

Value is already set to public.

Please note I am not able to perform any admin operations like table creation also . 

Please check the login user sandeep has admin role
