UPDATE FROM SUPPORT:
Summary:
ServiceNow has detected a potential Internet Service Provider (ISP) issue in your region that may be impacting connectivity to your instance. Some users may be experiencing packet loss, performance degradation and intermittent availability when accessing your ServiceNow instance.
Actions taken:
ServiceNow is currently determining the feasibility of diverting traffic away from the affected ISP and will take corrective action if this option is available. In parallel, we are investigating whether a ServiceNow Advanced High Availability (AHA) transfer of your production instance to the alternate data center is available and likely to restore service. At this time, an estimated time of resolution is not yet known. We will update this case with additional details as information becomes available. We apologize for this inconvenience; your satisfaction is our top priority.
Please mark this response as correct and/or helpful if it assisted you with your question.

@Steven Parker by chance was that from Support via a ticket you submitted? or through a portal?
Just curious as I only received a general response to the case I submitted relating to this issue.
Thank you.
UPDATE: Ignore my message, I just received the similar response from Support.
