Generally, if a user has sufficient role access to modify a record via its form (e.g., itil or specific write roles), they can also edit it inline in a list, unless explicitly restricted.
it is controlled by Access Control Lists (ACLs) using the specific list_edit operation, combined with standard record-update permissions and table-level role requirements.

As mentioned it for sure sounds like an ACL issue. Have you tried to run access analyzer.

Is it working with admin and blocking for non-admins?

Did you debug using access analyzer?

User has the access to update at form level. Only the list edit is restricted. User belong to the assignment group. It's working for admins. Not working for non admins
