unable to view variables for user with no role in esc

we have created a custom table for applications list collector variable in order guide. In first step (Describe needs) its showing but in next step (choose options) its blank. Its happening only for user with no role. If its an acl issue it should not show in first step (describe needs) also. Any suggestion ?

How are the variables setup? Is there any kind of reference qualifier set on either of them? Is it looking at some dependencies? To read data, you also need to be able to see the path to the data.
