I am attempting to retrieve completed update sets from a San Diego instance (RI) as the update source remote instance from multiple other San Diego instances. One of the destination instances is completely new Out-of-Box while another destination instance has retrieved multiple update sets from the RI instance over several years.
Connection attempts to the RI instance return the following error message:
java.lang.Exception: StreamReader failed to find SOAP Envelope element
The RI was successfully used as a remote instance source last month and now returns the error.
Has anyone else seen this StreamReader Java error?

Resolved by ServiceNow:
Apparently, this was a ServiceNow issue. The remote instance source was down and completely unavailable yesterday. I can access it today, and so can the other linked ServiceNow instances.

Have you tried to "Test connection"? and hope the destination RI is on San Diego version.
