Upload excel file to possibly autopopulate the data in the field for non admin role

I have a Requirement, where I need to allow no admin users to auto populate field 

Is it possible..... if we attach an excel template to a form, specifically asset management, the data in the excel should be Auto populated in to form fields.

If this is possible please kindly explain how to achieve this

It's currently a research to see If can be done

My asset users have a backlog of templates they need to load in our asset management madule and they don't want to manually do it

The goal is to allow them to attach the excel file and it auto populates the data from the fields on the form without giving them any admin role

You can propose a Catalog Item for users, so they can load the data by themselves.
