User Criteria - Is "Available for" in effect "[ONLY] Available for"?

The documentation on user criteria is confusing.

 

 

Please correct me if I've got this wrong but this is the way I've started thinking about User Criteria.

 

(1) Let's say you've got catalog item "New song writing form", everyone with the correct permissions on the system is able to see this catalog item, e.g. groups "Nickelback" and "The Beatles".

 

(2) But then I apply User criteria "Available for" as the group "The Beatles" - now if I'm correct, no one except "The Beatles" is able to see "New song writing form", including "Nickelback".

 

(3) The let's say then I don't want user "Ringo" (member of the group "The Beatles"), to be able to see "New song writing form", I add user "Ringo" to a "Not available for" User criteria.

 

(4) Now finally after all of these steps the only people in my organisation who are able to see "New song writing form" are the 3 members of the group "The Beatles" who are not the user "Ringo".

 

Please someone correct me if I'm wrong because this is beginning to give me a headache! Thanks a lot.
