User not able to access catalog item

Hi Community,
I am facing issue that User not able to access catalog item,
when I check in "User Criteria Diagnostics" result comes as user can view catalog item,
But user not able to see that catalog item in service portal.
Please light on why this issue ocured?

Check the available for and not available for sections in the related list of that catalog item.
And cross-check the snc_external role as well.

Did you check what's present in Not available for related list for user criteria?
