User should not be able to select from reference lookup view

Is it possible that user can see records from the reference field lookup view, but can not select any of them?

No. That also wouldn't really make sense. You show all the available options, but can't select them. What's your business case?

The business case is that the user can see related records from the lookup view on the reference field, but not be allowed to select any of them. I know that's not a normal flow for a reference field, but that's how it should be.

Why should that be the flow? If you don't allow people to change something, why show them the options that are in the table? You didn't share the business case, you just repeated your question.

What is the use case? Why should these be visible for someone that is not able to select any of the records?

The only possible way is to create a before BR on change of the field that aborts the update when they do select an option, but that would also abort all other updates done to the record.
