Variable set order is not working correctly

I have a catalog item in which i have 50 variables  with order 1-50 and i have a variable set whose order is 10000 and the variables in side that variableset are also marked with order 10001 and 100002  but the variable set is not displaying at the bottom 

I have 2 other variable sets in that cat item which are of order 5000 and 7000

did any one face this kind of situation ?

There are several different order fields but the one that actually controls the order sometimes isn't easy to find  The 'Order' field on the variable set and on the variables within the set won't do what you need.  What you'll want to use is the 'Order' field specific to the relationship between the item and set.  Right-click the variable set related list on your catalog item form and select 'Configure -> List layout'.  Then make sure you have the 'Order' field added to the list.  Once that's there, you can double-click that field in the related list to edit it and change the order.
