I found Updateset log error while commit the updateset as "Version loading was stopped by AclUpdateLoader for sys_security_acl" for one Access control and Access role type customer updates.
Does this mean ACL changes were not applied in target instance ?
If so can anyone pls explain what's happening.

I'm getting the same error, for both sys_security_acl and sys_security_acl_role. Did not get this error when applying same update set to a sub-prod instance, which was recently cloned from the production instance where i'm getting the error.

Yeah, It was the same case with me. It sorted when we imported a delta updateset while being in the Correct APP scope in the which ACL is created.
However I think this is the Issue with Servicenow Washington Upgrade.
