Visibility of Everyone in assign tag to ITIL users

Hello All,
In the list of Incident or problem we have 'Assign tag'.when we click on New tag in viewable by i can see Me,Groups and Users and Everyone(Permission as Admin and tags_admin).But whereas if i impersonate with ITIL user and do the same 'Everyone' is not visible.
Can someone help me to show 'Everyone' visible to ITIL users.

Hi Pooja,
The tag should be visible for the normal users as well. here is for example a test.
I made a tag like this:
And the impersonated itil user and here it is:
If you are a itil user and go here: https://YOUR_INSTANCE.service-now.com/label_list.do?sysparm_clear_stack=true
Do you see all the global tags? there should be some security constrains since you can't the the personal ones etc. but the global ones should be visible.

Hello Goran,
My request was for the Assign Tag.Please find the below screenshot:
When you click on New Tag,you get a Tag details pop up opened.Viewable will be Me,groups and users and Everyone as we have admin role.ITIL users will not be able to see Everyone.
I would need to show 'everyone' to ITIL users too.

Hi Pooja,
The 'Everyone' option is removed by a client script, unless the user holds the 'global_tags_creator' role. The script is sys_script_client.do?sys_id=601a71a3ff322100d4beffffffffffd5. You can customize this script to add ITIL users, if you prefer.
I'm sure you've moved on after 2 years - hope this helps others.
