voice functionality using Notify,Twilio in Servicenow

We have already installed notify and Twilio plugin. Also, connect the Twilio with ServiceNow. We want to implement below functionality.
User will call to the Twilio number. Using ServiceNow workflow, We will ask user what is query. Based on the query option we want to connect that user with particular member.
2. We just want to know, How we will add that particular member to existing call of User and Twilio number.
Forward Call activity is not working.
