Hi,
You are creating a workflow under wrong table that only stores workflow versions.
1. In filter navigator type "workflow editor" and open the module as given in picture below.
2. A new window will open in which you can create workflow by just clicking on "new workflow".

I think there was an issue with my instance. When I Reset and wiped my instance I can able to create new workflow .

You will need to run a filter with SysID "is" "42da42d00a0a0b340066377beb6dd099" under System Definition > Ui actions
