This depends on how you have defined your workflow and change policies. But if you are following OOB, then only the Assess state has the approvals
And the Approvals are defined from Change policy and change definition.
1) Go to Change approval policy from navigation:-
Then you need to check the one which is applying on you based on the type of change:-
Then open that record and check the decision you will get which decision is adding the user XYZ
In the Approval definition you can see there are 3 groups:-
First is all the members of the assignment grp you select on Change request
Second is the manager of the assignment grp you select on Change request
Third is the CAB approval group.
Now which one will apply depends on the Change policy which I mentioned earlier
