Summary Sets are collections of data that are generated periodically by a custom chart generator. Generally you use them to collect point-in-time data points about something. You configure them under Custom Charts. Docs are at - Custom Chart Data Generation. They are made to be used by custom charts but I have found them to be useful in some specific cases from the regular reporting engine too.

Like what kind of specific use case reports these would be used in?

The example of collecting incident counts is a good one. Anywhere you want to have point in time data regularly collected. Again, this is all an exercise in planning, doesn't do any good after the fact.
