With the vision of ServiceNow I would not spend to much time in the webservices of ServiceNow, that is not the features under the webservices application menu. Better would be looking into the options of integration hub.
ServiceNow is moving all webservices to the integration hub. I would not be surprices if the other options will be discontinued
