What does Applies on the Target record mean in a catalog ui policy?

I'm working on a catalog ui policy to affect the behavior of my record producer. Can anyone explain in clear language what this Applies on the Target Record checkbox does?

Meaning it will be applicable on the target record as well(I mean the table your record producer is tied to)
