I wanted to know how we can store update sets locally ?You mean to say download the devlopment xml and after cloning again export it right ?
please correct me i have taken in a another direction.
Could you mind to elaborate more on this ?

Yes, exactly.
If you have a lot of development done by multiple developers I would recommend merging the update sets together.
Either way the steps would be to
1) make a list of the update sets you wish to preserve.
2) mark them all closed.
3) optional - merge them into a single update set.
The benefit of merging is it will put all the updates in chronological order, so things will be committed in the order they happened. If you don't merge things will be committed in the order you commit them - which may lead to some strange behavior.
4) Once an update set is complete you will have a related link to 'Export to xml'. This will allow you to save the update set locally.
5) After the clone you can go to retrieved update sets and choose the 'import update set from xml' option.
Note - If you didn't merge the update sets, you will have to do them one at a time.

If you're looking for periodic syncing, then cloning, as others suggest, is a great way to do it.

Agree with ctomasi and the Perspectium solution if you need a robust syncing across your instance including data and code.
