Base tables are more of like parent table from which other tables are extended. This might be because most of the applications use these tables. If you consider incident, change, problem etc; all these are extended from the task table.

Parent Table:
A parent class has a Dictionary record for the collection and for each field relevant to it. For example, the Base Configuration Item [cmdb] table is a parent class.

The basic difference is that, Base Class table is not extended from another table. Parent class tables may be extended from another table.
