What is the purpose of Subscribing a CI and Business service.In which tables these details will store.Please help?

Thank you.Can we create subscriptions for other tables .I mean OOB supporting only on incident table.My requirement is if any one raises a change request , I need to send notification to subscribers.

Those should be automatic notifications to the caller/requester.
Subscriptions out of the box are limited to CI's.
